Access Team Leader

Pembrokeshire Coast National Park Authority is looking for a dedicated and passionate Access Team Leader to help unlock the social, economic and health benefits of our extensive network of paths, bridleways and access land. The Pembrokeshire Coast National Park is one of Britain’s most iconic protected areas, home to 186 miles of breathtaking coastline and diverse habitats, with some of the most spectacular scenery in Britain. The Pembrokeshire Coast Path, the registered public rights of way network and designated access land provide opportunities for the enjoyment of the National Park’s special qualities.
As Access Team Leader you will manage the maintenance and improvement of the network of public rights of way. You will provide guidance on standards of maintenance for surface, infrastructure and vegetation control and establish periodic surveys and inspections of the condition of the network. You will also work with colleagues, both internal and external (such as the Local access Forum) to maximise the well-being impact of access to the National Park.
You will be responsible for managing the Public Rights of Way Officer and National Trail Officer as well as managing budgets and associated access improvement programmes. Engagement is key to success in this role so, as well as providing advice and preparing relevant policies and plans, you will ensure that access to the National Park continues to evolve to meet contemporary challenges as well as changing user needs through regular consultations and surveys.
You will, therefore, have a strong performance management background, leading our work on performance monitoring and reporting on the impacts of access to the National Park as well as responding to statutory and non-statutory consultations.
Relevant technical expertise is required for this role as you will undertake legal procedures affecting public rights of way to adapt and protect the network, including the diversion and creation of public paths, temporary closures and enforcement action.
We are looking for someone who has:
• A degree or equivalent in a relevant discipline.
• Detailed working knowledge and experience of countryside access, public rights of way law and management.
• Effective communication (written and oral) and interpersonal skills with experience of preparing reports and presenting and communicating with a range of audiences and stakeholders both within and outside the National Park Authority.
• Excellent organisational abilities with proven experience of planning, prioritising and working to deadlines and targets, and within budget.
• Experience in line management.

Salary and Benefits:
A salary of £41,511 - £44,711 per annum, minimum 25 days holiday rising to 30 days plus public holidays, generous local government pension scheme, great flexible working arrangements and career development opportunities.
